Linn County Partnership on Substance Abuse
Standing Committee Descriptions


Community members are invited to become members of LCPSA and participate in one or more standing committees:

Executive Committee – Meets monthly.

• Comprised of President, Vice President, Secretary and Treasurer (all elected)
• Responsible for facilitating the mission of the coalition through leadership and involvement in committees.
• Ensures bylaws are followed and sets new operating policies as necessary.
• Approves funding requests <$500.
• Sets coalition agenda.
• Maintains coalition documents.

Finance – Meets twice/year (February, July)
• Sets following year budget.
• Reviews current year budget.

Assessment/Evaluation – Meets monthly or as necessary.
• Collects and reviews community data to identify trends in substance use/abuse.
• Ensures collection of data for four core measures annually.
• Develops and monitors evaluation plan for coalition activities.

Fundraising – Meets monthly.
• Focus on sustainability.
• Coordinates and organizes events and activities that will generate funding.
• Provides guidance for coalition fundraising.
• Tracks and reports donations and In-Kind contributions.

Education and Outreach – Meets as necessary
• Increases member and community knowledge about substance abuse and the risks for youth in Linn County through training, speaking, resources, and participation in community events.
• Provides general education within community via forums, speaking engagements, writing, distribution of coalition materials in Linn County.
• Coordinates and/or promotes educational opportunities for coalition members.
• Coordinates special event outreach for Red Ribbon Week, Drunk and Drugged Driving Month, Prom/Graduation and other identified awareness events.

Public Relations and Media – Meets monthly and as necessary
• Collects media references to LCPSA (scrapbook/photos).
• Identifies and pursues opportunities to promote Partnership mission and activities.
• Works with Elected Officials to advocate for policy/environmental change.
• Coordinates annual Legislative Event.
• Coordinates with the executive board and standing committees to develop, write and create materials for events and publications.
• Develops annual marketing/public relations plan for Partnership based on strategic plan and budget.
• Creates Style Guide and templates to ensure consistency in messaging; reviews committee-written materials prior to public distribution.
• Maintains media/community leaders contact list.
• Writes and distributes all media releases.
• Plans and coordinates any media events/press conferences.
• Updates and maintains website(s).

Membership and Recruitment – Meets as necessary
• Focuses efforts to involve community members from all sectors.
• Plans and implements a recruiting strategy for each of the 12 sectors.
• Welcomes and Orients New Members.
• Recognizes members for achievements/contributions to mission, etc.
• Coordinates annual recognition/stakeholder event.
